Seeking Plan B for 3M incentives

City of Maplewood officials expect 3M Co. to pull a permit as soon as this week to construct a $150 million research building on its headquarters campus. But they say recent actions in the state Legislature have sent them back to the drawing board when it comes to providing millions of dollars in economic development incentives for the project.
